I agree with your view that for worldwide name recognition, Johns Hopkins is the best university overall. It is sensible for you to give some weight to that in your decision. But as you noted, their business school does not have a long history. I looked at their website; if you search for tenure track faculty, in their department "finance, economics, and real estate", there are only five professors.
I looked at Maryland too. They claim "more than 30 faculty members" in their finance department, and they have some famous names in academic finance research. But it is not clear how much emphasis they give to the MS program. Most business schools give top priority to the MBA program. The research professors really like the PhD program because that is the source of research assistants.
10 years ago Tulane was a great university. But after Hurricane Katrina devastated New Orleans, they may not be as good.
